This bill requires the Maryland Department of Health to establish and maintain a registry of each employee of a residential service agency who provides home health care. The registry must be updated quarterly and include the employee's full name, identification number, job title, gender, home and mailing address, completed trainings or certifications, and employer. Residential service agencies must collect and submit this information to the Department in a timely manner, but cannot require employees to pay any costs related to the collection of this information or collect information from employees who have been victims of domestic violence, rape, sexual assault, or stalking. The Department must also disclose the collected information to a labor union or similar employee organization upon request, and adopt regulations to carry out the provisions of this section.
