AI Summary
This bill, known as the "Colton-McNeill Act," makes several changes to Georgia's criminal laws. It:
1) Increases the penalties for cruelty to children in the first and second degree against a "disabled minor," defining this term and requiring a minimum sentence of 15-30 years and 10-20 years, respectively, while allowing judges discretion to depart from the mandatory minimums in the interests of justice.
2) Increases the penalties for pimping and pandering, making first offenses felonies with 1-10 year sentences and imposing mandatory minimum sentences of 3 years for repeat pimping offenses and 2 years for repeat pandering offenses, while allowing judges discretion to depart from the mandatory minimums.
3) Expands the offense of incest to include step-grandparents and step-grandchildren.
4) Creates a new crime of distributing computer-generated obscene material depicting a child, with penalties of 1-15 years imprisonment.
5) Authorizes federal law enforcement officers to detain persons at the request of state/local law enforcement officers for offenses alleged to have occurred within the requesting officer's jurisdiction.
