This bill, the NC Managing Environmental Waste Act of 2023, aims to reduce and better manage the disposal of single-use waste. It requires state departments, agencies, and local school administrative units to purchase and use materials and supplies with compostable or recyclable content in food establishments. The bill also mandates annual reporting on the amounts and types of materials and supplies with compostable and recycled content purchased, as well as the amounts of materials collected for recycling. Additionally, the North Carolina Policy Collaboratory at the University of North Carolina at Chapel Hill is directed to study the issue of food service ware, including its environmental impacts, recycling markets, and alternatives. The bill also includes provisions for the Legislative Services Officer and the Department of Natural and Cultural Resources to implement measures to eliminate the use of food service ware in legislative and state-operated facilities.
