This bill creates a residential condominium owner's bill of rights that includes the right to transparency (access to financial statements, reports, and meeting minutes), the right to timely decisions on owner applications and requests, voting rights (filling board vacancies, posting election results), the right to notice of board and owner meetings, and the right against extraordinary expenses without owner approval. The Attorney General is authorized to enforce these provisions and must publish a handbook summarizing the rights and procedures for unit owners. Existing condominium associations have one year to amend their organizational and operating documents to comply with the new law.
