This Resolution amends House Rules 6 and 10 of the Idaho House of Representatives to change the procedures for introducing bills. Specifically, Rule 6 now allows for bills to be introduced by submission to the Chief Clerk, who is the administrative officer of the House, after they have been assigned a bill number, with the exception of concurrent resolutions for joint sessions at the start of a legislative session. This new provision supplements the existing rule which limits bill introductions by committees after certain days of the session, with specific committees gaining exclusive introduction rights later in the session. Rule 10 is also amended to clarify that bills submitted to the Chief Clerk under the new Rule 6(2) are exempt from the requirement that the Judiciary, Rules and Administration Committee order them printed upon introduction and first reading before being referred by the Speaker.
