This bill: Enacts new sections of the Health Care Purchasing Act, the New Mexico Insurance Code, the Health Maintenance Organization Law, and the Nonprofit Health Care Plan Law to prohibit insurers from applying more restrictive limitations, financial restrictions, or requirements on coverage for mental health or substance use disorder services compared to other types of health care services. It requires insurers to maintain adequate provider networks, apply criteria based on generally recognized standards of care for utilization review, and ensure parity between mental health/substance use disorder services and medical/surgical benefits. The bill also prohibits exclusions of provider-prescribed mental health or substance use disorder services in certain circumstances and establishes requirements for level of care determinations and coordination of care.
