This bill establishes a program to compensate registered tow truck operators for impounds performed at the direction of law enforcement when the vehicle owner is indigent, except when the vehicle has been impounded after the owner's arrest. The bill requires the Department of Licensing to create a form for individuals seeking release of their vehicle and tow truck operators to verify eligibility. Subject to available funds, the Department will disburse surplus funds to eligible tow truck operators for the costs of the impound. The bill also specifies that a tow truck operator who releases a vehicle under this program does not have a lien or deficiency claim on the vehicle.
