This bill: The Senator Elizabeth Dole 21st Century Veterans Healthcare and Benefits Improvement Act would make several changes to the Department of Veterans Affairs (VA) programs, including: - Allowing veterans and their referring clinicians to make the final determination of eligibility for care under the Veterans Community Care Program, with a two-year implementation period. - Requiring the VA to conduct outreach to inform veterans of their eligibility and how to access the Veterans Community Care Program. - Requiring the VA to annually review and report on its use of waivers to payment rates for Third Party Administrators under the Veterans Community Care Program. - Modifying requirements for the VA's establishment of standards for the quality of care provided under the Veterans Health Administration. - Establishing a pilot program to improve the administration of care under the Veterans Community Care Program. - Establishing a pilot program on consolidating the VA's approval process for covered dental care. - Requiring a strategic plan on implementing a value-based health care system for the Veterans Health Administration, including a related pilot program. - Making various other changes related to VA health care, economic opportunity, disability and memorial affairs, and homelessness matters.
