This bill adds a new section to existing Idaho law to provide that no counselor or therapist in the state will be required to counsel or serve a client regarding goals, outcomes, or behaviors that conflict with the sincerely held principles of the counselor or therapist. The bill specifies that the counselor or therapist must coordinate a referral of the client to another counselor or therapist who can provide the requested counseling or therapy. The refusal to provide such services cannot be the basis for a civil lawsuit, criminal prosecution, or disciplinary action against the counselor or therapist, except in cases where the client is in imminent danger of harming themselves or others.
