This bill establishes a program that provides up to six weeks of paid leave for state employees who are first-time foster parents or adopting a minor child for the first time. The leave is in addition to any other leave the employee may have accumulated and does not count against the employee's sick, annual, or other leave. The leave also counts towards the employee's leave required under the federal Family and Medical Leave Act. The bill specifies that only one parent can take the leave if both are eligible employees and that the leave cannot be used for subsequent foster care placements. The bill directs the Division of Benefits Administration and the Departments of Human Resources and Children's Services to establish the policies and process for implementing the leave program. The bill takes effect upon becoming law and applies to eligible employees who qualify for the leave on or after July 1, 2023.
