This bill establishes education savings accounts (ESAs) for eligible Minnesota students. The ESA program allows parents to use state funds to pay for a variety of educational expenses, including tuition at private schools, tutoring, curriculum, and educational services and therapies. The bill sets eligibility requirements based on household income and gives priority to certain students, such as those entering kindergarten or already enrolled in public schools. The commissioner of the Department of Revenue is responsible for implementing the program, including establishing funding amounts, contracting with service providers, and preventing fraud. The bill also creates a Parent Review and Advisory Panel to assist the commissioner. The bill is effective upon final enactment.
