This bill aims to amend the Business and Professions Code to grant the Department of Cannabis Control (DCC) the sole authority to transfer, assign, or reassign licenses for commercial cannabis activity in California. The bill also declares that its provisions further the purpose and intent of the Control, Regulate and Tax Adult Use of Marijuana Act (AUMA), which was approved by voters in 2016. The Medicinal and Adult-Use Cannabis Regulation and Safety Act (MAUCRSA) consolidates the licensure and regulation of commercial medicinal and adult-use cannabis activities, and this bill would give the DCC the power to transfer those licenses between licensees.
