This bill: - Requires criminal background checks for all firearms transfers in Minnesota, with limited exceptions. - Modifies the grounds for disqualification of a firearms transferee permit, including allowing denial if the applicant is determined to be a danger to themselves or the public when possessing firearms. - Establishes new procedures for appealing the denial of a transferee permit, including the right to a de novo review by the district court. - Creates a new requirement for private party firearms transfers to be conducted through a federally licensed firearms dealer or with the transferee presenting a valid permit and identification. - Provides exceptions to the new private party transfer requirements for certain transfers, such as between immediate family members or for temporary lawful purposes like hunting or target shooting. - Increases the penalties for making false statements in order to obtain a transferee permit or complete a firearms transfer. - Applies to crimes committed on or after August 1, 2023.
