This bill amends the state universal communication services program by: 1. Extending the program's termination date from June 30, 2024 to June 30, 2034, and the expiration of related sections from July 1, 2025 to July 1, 2035. 2. Increasing the annual spending cap on the program from $5 million to $5,000,000. 3. Requiring the Washington Utilities and Transportation Commission (WUTC) to review the program's rules and policies at least every five years. 4. Authorizing the WUTC to delegate administrative decisions related to the program to its staff. The program provides funding and support to eligible communication providers, such as small incumbent local exchange carriers and wireless providers, to maintain basic telecommunications and broadband services in their service areas.
