AN ACT concerning Washington County - Deputy Sheriffs and Correctional Deputies - Employment Conditions and Collective Bargaining FOR the purpose of altering the grounds on which a deputy sheriff of a certain rank in Washington County may be discharged after a certain period of employment; providing that a special deputy sheriff in Washington County is not a State employee for certain purposes; authorizing sworn deputy sheriffs at the rank of sergeant and below and correctional deputies at the rank of sergeant and below to engage in collective bargaining with the Washington County Sheriff and the County Administrator; prohibiting certain provisions of this Act from being construed to allow deputy sheriffs and correctional deputies to engage in strikes; and generally relating to Washington County deputy sheriffs and correctional deputies. BY repealing and reenacting, with amendments, Article - Courts and Judicial Proceedings Section 2-335 Annotated Code of Maryland (2020 Replacement Volume and 2022 Supplement)

AI Summary

This bill makes several changes to the employment conditions and collective bargaining rights of deputy sheriffs and correctional deputies in Washington County, Maryland. Specifically, it alters the grounds for which a deputy sheriff may be discharged after 2 years of continuous employment, allowing for dismissal only for "police misconduct" rather than for broader reasons. The bill also authorizes sworn deputy sheriffs and correctional deputies at the rank of sergeant and below to engage in collective bargaining with the Sheriff and County Administrator regarding wages and benefits, though it prohibits them from striking. The bill provides a process for certifying an exclusive representative labor organization to represent these employees in collective bargaining.
