This bill establishes the National Commission on Fiscal Responsibility and Reform to identify policies to improve the fiscal situation in the medium term and achieve fiscal sustainability over the long term. The commission will be composed of 18 members appointed by the President, congressional leadership, and will be tasked with proposing recommendations to balance the federal budget by the end of a 10-year period and meaningfully improve the long-term fiscal outlook, including by addressing entitlement spending growth. The bill also provides for expedited congressional consideration of any joint resolution submitted by the President to implement the commission's recommendations.
