This bill amends the insurance law to require insurers to provide inpatient coverage for the diagnosis and treatment of substance use disorder, including detoxification and rehabilitation services. The bill specifies that such coverage may include clinically necessary treatment for substance use disorder services provided in residential settings at the discretion of the service provider. The bill also requires insurers to apply financial requirements and treatment limitations to inpatient substance use disorder benefits that are no more restrictive than those applied to medical and surgical benefits. Additionally, the bill defines "clinical necessity" to include both an individual's medical needs and social determinants of health that will promote their stability following discharge from treatment.
