This bill amends the New York Penal Law to require owners of firearms, rifles, and shotguns to obtain and maintain liability insurance coverage before owning such weapons. The insurance must cover any damages resulting from the negligent use of the firearm, rifle, or shotgun. Failure to maintain the required insurance will result in a fine and the immediate revocation of the owner's registration, license, and any other privilege to own or possess the weapon. The bill also defines the term "owner" and provides exceptions for certain law enforcement and military personnel. The New York Department of Financial Services is authorized to promulgate rules and regulations to implement the provisions of this law.
