This bill requires broadband internet service providers that operate middle mile cable lines to maintain a redundant cable line with the same data transmission capacity. If the primary cable line is disrupted and the provider does not have a redundant line, the provider will be fined $75,000 per hour of disrupted service per mile of disrupted cable on a pro-rata basis. The bill also defines key terms related to broadband network infrastructure, such as "backhaul network," "cable modem termination system," "core network," "local loop," and "middle mile." The bill would take effect on July 1, 2023.
