AI Summary

This bill, the "Parents and Children Protection Act of 2023," aims to prohibit private schools and individuals acting in loco parentis (in place of a parent) from implementing curriculum or instruction related to gender identity, queer theory, gender ideology, or gender transition without first providing notice and obtaining written consent from the child's parents. It requires local boards of education and public school governing bodies to adopt policies regarding parental involvement and student privacy on issues of gender identity and transition. The bill also prohibits modifying a child's school records based on their gender transition or identity without parental consent, and establishes enforcement mechanisms and sanctions for violations. The bill includes exemptions for certain state agencies and religious institutions, and does not affect reporting of child abuse or neglect.
