AI Summary

This bill authorizes counties in Maryland, including Baltimore City, to adopt local laws or ordinances that prohibit landlords from failing to renew a residential lease during the lease period or from terminating a holdover tenancy (when a tenant remains after the lease expires) without "just cause." The bill defines "just cause" to include things like the tenant substantially breaching the lease, engaging in illegal activity, or refusing to grant the landlord access to the property. The local law or ordinance must require landlords to provide written notice of the just cause and include the just cause in any complaint filed to terminate the tenancy. This bill aims to provide additional protections for residential tenants against arbitrary or unjustified lease terminations at the local level.
