This bill: - Imposes a moratorium on the establishment or expansion of large concentrated animal feeding operations (CAFOs) and requires existing large CAFOs to cease operations by January 1, 2040. It also establishes penalties for violations. - Creates a voluntary debt forgiveness and transition assistance program to help animal feeding operations (AFOs) transition away from operating as AFOs. - Holds integrators (companies that contract with AFO owners) responsible and liable for various environmental and health impacts related to the operation of the AFOs they control. - Amends the Packers and Stockyards Act to prohibit certain unfair, discriminatory, and deceptive practices by packers, swine contractors, and live poultry dealers, and establishes requirements for spot market purchases of livestock by packers. - Restores mandatory country-of-origin labeling for beef and pork, and includes dairy products under the labeling requirements. - Requires that the label of a meat or meat food product can only bear the phrase "Product of U.S.A." if the meat is exclusively derived from animals born, raised, and slaughtered in the United States.
