This bill amends the Environmental Conservation Law to require that used oil filters be source-separated and recycled. It defines "used oil filter" and gives the Commissioner of Environmental Conservation the authority to promulgate regulations governing used oil and oil filter collectors and rerefiners. The bill also imposes requirements on service establishments, retail establishments, and on-premises oil-changing operations to provide and maintain used oil and used oil filter retention facilities, accept used oil and used oil filters from the public, and properly dispose of them. Additionally, the bill prohibits the knowing disposal of used oil filters in landfills.
