This bill amends the Emergency Tenant Protection Act of 1974 and the Administrative Code of the City of New York to prohibit owners from entering into or renewing leases for vacant housing accommodations if the owner has reason to know that the tenant will not occupy the unit as their primary residence or if the tenant is a corporation, partnership, or other business or not-for-profit entity, with certain exceptions for not-for-profit organizations providing housing and support services to low-income or vulnerable individuals, and for businesses providing a dwelling unit to an officer, partner, or employee as their primary residence.
