This bill amends the Multiple Dwelling Law in New York to redefine the concept of "floor area" for the purpose of measuring the size of a dwelling or dwellings. The key provisions are: (1) areas with floor-to-ceiling heights greater than 12 feet will be counted multiple times (twice for 12-24 feet, three times for 24-36 feet, etc.) to account for the additional volume; (2) space used for mechanical equipment exceeding 5% of the total floor area will be counted as part of the floor area; and (3) open areas located under the dwelling will be counted as part of the floor area, with the same multiplier rules applied based on ceiling height. The bill also specifies certain areas, such as cellars and attics, that are to be excluded from the floor area calculation.
