AI Summary
This bill establishes the Education Savings Account (ESA) program in Maryland, administered by the State Department of Education. The program allows eligible students, defined as those enrolled in public or home schools for at least 100 days in the previous fiscal year, to receive state grants deposited into their parents' ESA accounts. Parents can then use these funds for various educational expenses, such as tuition at qualifying non-public schools, textbooks, tutoring, and other approved costs. The bill also provides a state income tax subtraction modification for contributions made to an ESA account. The program aims to give parents more choice and flexibility in their children's education.
