This bill appropriates $6 million from the general fund to the New Mexico Department of Finance and Administration to provide rebates for low-income residents who purchase new e-bikes and bicycle helmets from participating dealers. The rebate amount is up to $1,200 or the price paid by the low-income resident, whichever is less. To be eligible, the low-income resident must obtain a certificate of eligibility from the department, and the participating dealer must provide safety information at the time of sale. The department may deduct a reasonable administrative fee from the appropriation and must ensure geographic dispersion of the certificates.
