AI Summary

This bill authorizes community-based organizations, with approval from the Maryland Department of Health, to establish Overdose and Infectious Disease Prevention Services Programs. These programs can provide supervised drug consumption spaces, sterile supplies, first aid, referrals to treatment and other services, and education on overdose prevention and safe needle disposal. The bill limits the number of approved programs to six, with at least two in urban, suburban, and rural areas. It protects program participants, staff, and property owners from certain criminal and administrative penalties, but does not provide immunity for unauthorized activities. The programs must submit annual reports to the Department on their operations and impact. The bill is effective for four years, after which it will be automatically repealed unless further action is taken by the General Assembly.
