AI Summary

This bill makes several changes to Maryland's laws related to forest preservation and retention. The key provisions are: 1. Alters the definition of "forest land" and adds a definition for "tree canopy" to the state's natural resources laws. 2. Changes the state's policy to focus on increasing the acreage of forest land and land covered by tree canopy, rather than just achieving no net loss of forest. 3. Establishes new exemptions from afforestation, reforestation, and preservation requirements for certain activities like agricultural operations, stream restoration projects, and the construction of transit-oriented development, federal facilities, and multi-family housing. 4. Allows local jurisdictions to adopt alternative afforestation, reforestation, and preservation requirements, subject to approval by the state Department of Natural Resources. 5. Modifies the rules around using "qualified conservation" in forest mitigation banks to meet afforestation or reforestation requirements. 6. Requires the Department to update the State Forest Conservation Technical Manual and establish a workgroup to evaluate incentives for private landowners to conserve forests. 7. Provides for judicial review of approved forest conservation plans and allows the Department to rescind approval of local alternative requirements in certain circumstances.
