This bill amends the Civil Service Law to prohibit public employers from dismissing or taking other disciplinary action against public employees if those employees are elected or appointed to represent their employee organization or its members, or if they communicate or offer commentary on matters of public concern or affecting the employee organization or its members. The bill also establishes an affirmative defense for public employees against any disciplinary or adverse personnel action in such cases.
