This bill amends the Environmental Conservation Law to regulate the sale of plastic trash bags in New York. It requires that every plastic trash bag offered for sale or sold by a retailer in the state contain at least 30% recycled post-consumer material by weight. The bill also establishes labeling requirements for manufacturers to indicate the post-consumer material content of the plastic trash bags, and sets penalties for retailers and manufacturers who violate these provisions. The bill authorizes the Department to promulgate rules and regulations to implement these new requirements, which will take effect on January 1, 2026.
