This bill prohibits the installation of "nonfunctional turf" (irrigated grass with no recreational purpose) on non-residential properties in New Mexico starting January 1, 2025. Additionally, it requires that by January 1, 2030, in areas serviced by a large public water system (serving at least 5,000 individuals), potable water cannot be used to irrigate nonfunctional turf on non-residential property, and any removed nonfunctional turf must be replaced with drought- and climate-resilient landscaping. The bill also requires counties and municipalities to enact ordinances to enforce these provisions, including defining "nonfunctional turf" further and prescribing penalties for violations.
