This bill amends the Electric Vehicle Rebate Act to provide rebates for the purchase of electric bicycles in Illinois, beginning on July 1, 2024 and continuing as long as funds are available. The rebate amount is $400 for non-low-income purchasers and $1,200 for low-income purchasers, but cannot exceed the purchase price of the electric bicycle. To be eligible, the person must reside in Illinois, have purchased the electric bicycle in Illinois on or after July 1, 2022, and apply for the rebate within 90 days of the purchase. The person must also own the electric bicycle and notify the agency of any change in residency or ownership. The agency is required to provide application materials, define "low-income purchaser," and prioritize reviewing applications from low-income purchasers. Recipients must retain ownership of the electric bicycle for at least 12 consecutive months and register it in Illinois during that time, or they must reimburse the agency for the rebate. Rebates are available for new or used electric bicycles, and a person can only receive one rebate every 10 years.
