This bill amends the Public Authorities Law to establish a process for utility relocation necessary for capital projects undertaken by the Metropolitan Commuter Transportation Authority (MCTA). The key provisions include: (1) defining "required work" as the removal, relocation, protection, or replacement of any public service corporation's pipes, mains, conduits, or other infrastructure; (2) requiring the MCTA to prepare the design for such required work, subject to review and approval by the public service corporation within 30 days; (3) prohibiting public service corporations from creating the need for another corporation to relocate its infrastructure without the MCTA's agreement; (4) allowing public service corporations to only require betterments to comply with current standards within the area of the required work; (5) requiring the MCTA to bear the cost of all work performed by its own contractors; and (6) allowing public service corporations to perform a portion of the required work according to a reasonable schedule determined by the MCTA.
