This bill aims to support small and very small meat and poultry processing establishments. Key provisions include: 1. Requiring the Secretary of Agriculture to establish a database of approved validation studies and publish model Hazard Analysis and Critical Control Points (HACCP) plans for smaller and very small poultry and meat establishments to help them develop HACCP plans. 2. Increasing the maximum federal share for expenses of state inspection programs for poultry and meat from 50% to 65%. 3. Expanding the Cooperative Interstate Shipment program to allow larger establishments (up to 70 employees) to participate and increasing the federal share of the program from 60% to 80%. 4. Creating a competitive grant program to provide up to $500,000 to eligible entities, including smaller and very small processing establishments, to support activities that increase the resilience and diversification of the meat processing system. 5. Authorizing grants to establish or expand career training programs for meat and poultry processing at educational institutions and to offset the cost of training new meat and poultry processors at smaller and very small establishments.
