AI Summary

This bill authorizes a food retailer to offer to purchase a Class A alcoholic beverages license from a Class A license holder if the food retailer is located within 3,000 feet of the license holder. The bill defines a "food retailer" as a retail establishment that sells various food products and accepts Supplemental Nutrition Assistance Program (SNAP) credits. If the license holder does not accept the food retailer's offer, the food retailer may apply to the local licensing board for a Class A beer or beer and wine license. The bill also provides a process for determining if the food retailer's offer is at fair market value and allows the license holder to seek judicial review if they believe the offer is not at fair market value. Additionally, the bill requires the local licensing board to presume that the food retailer's application is in the best interest of the community and can only deny it for traditional reasons.
