Bill Summary

AN ACT concerning Vehicle Laws - Lanes of Travel - Slower Traffic and Overtaking and Passing (MOVE GET OUT THE WAY Act) FOR the purpose of expanding to every roadway in the State a requirement that a driver of a vehicle traveling slower than the general speed of traffic drive the vehicle in the right-hand lanes under certain circumstances; providing that, on a roadway that has three or more lanes for traffic moving in the same direction with a certain posted maximum speed limit, the far left lane may be used only for overtaking and passing another vehicle in a certain manner and under certain circumstances; and generally relating to driving in the right-hand lanes of roadways and the overtaking and passing of vehicles in the left-hand lane. BY repealing and reenacting, with amendments, Article - Transportation Section 21-301(b) and 21-303 Annotated Code of Maryland (2020 Replacement Volume and 2022 Supplement)

AI Summary

This bill, the MOVE GET OUT THE WAY Act, expands a requirement for drivers traveling slower than the general speed of traffic to drive in the right-hand lanes on all roadways, not just on interstate highways in rural areas as previously required. The bill also prohibits drivers from using the far left lane on roadways with three or more lanes for traffic moving in the same direction with a posted speed limit of 55 mph or more, unless they are overtaking and passing another vehicle or preparing for a left turn or exit. Violating the left-lane restrictions would result in fines. The bill aims to improve traffic flow and reduce congestion by keeping slower vehicles to the right and reserving the left lane for passing and overtaking.
