AI Summary

This bill makes several key changes to the laws governing peer-to-peer car sharing programs in Maryland: 1. It requires peer-to-peer car sharing programs to provide minimum liability insurance coverage during the car sharing period, either through the program's own policy or by ensuring the vehicle owner and driver have adequate coverage. 2. It allows peer-to-peer car sharing programs to transfer liability and charge the shared vehicle driver for any tolls, fees, or fines incurred during the car sharing period. 3. It excludes peer-to-peer car sharing programs from the definition of "owner" for the purpose of traffic violation citations, meaning the program itself will not be liable for citations issued to the shared vehicle. 4. It repeals provisions that previously allowed a peer-to-peer car sharing program's policy to be secondary coverage for a shared vehicle driver if the vehicle was used as a replacement vehicle. The bill aims to clarify insurance requirements and liability for peer-to-peer car sharing in Maryland, ensuring adequate coverage during the car sharing period and allowing the programs to recoup certain costs.
