AN ACT concerning Public Employee Relations Act FOR the purpose of consolidating and altering certain laws governing collective bargaining for certain public employees, including laws related to the establishment of bargaining units, elections and certification of exclusive representatives, employee and employer rights, unfair labor practices, and strikes and lockouts; establishing the Public Employee Relations Board to oversee collective bargaining activities for certain public employees; repealing the State Labor Relations Board, the State Higher Education Labor Relations Board, and the Public School Labor Relations Board; establishing that certain grievance procedures for State employees serve as a certain procedure for certain disputes between certain parties; requiring the Office of Administrative Hearings to resolve certain disputes regarding a certain memorandum of understanding or written agreement under certain circumstances; and generally relating to collective bargaining for public employees. BY repealing Article - Education Section 6-403, 6-406, 6-407, 6-407.2, 6-409 through 6-411, 6-504, 6-506, 6-507, 6-509, 6-509.2, and 6-512 through 6-514; 6-801 through 6-807 and the subtitle “Subtitle 8. Public School Labor Relations Board”; and 16-704 through 16-706, 16-710, 16-712, 16-714, and 16-715 Annotated Code of Maryland (2022 Replacement Volume) BY repealing Article - State Personnel and Pensions Section 3-201 through 3-209 and the subtitle “Subtitle 2. State Labor Relations Board”; 3-2A-01 through 3-2A-09 and the subtitle “Subtitle 2A. State Higher Education Labor Relations Board”; 3-301 through 3-307 and the subtitle “Subtitle 3. Rights of Employees and Employers; Strikes, Lockouts, and Unfair Labor Practices Prohibited”; and 3-401 through 3-407 and the subtitle “Subtitle 4.
