AI Summary

This bill requires the Maryland Department of Labor to adopt, by January 1, 2024, building performance standards that mandate new buildings meet all energy demands without the use of fossil fuels. The bill sets deadlines of October 1, 2025, for buildings under 7 stories and October 1, 2029, for buildings 7 stories or taller. It allows local jurisdictions to grant waivers for certain building types and systems that cannot feasibly use non-fossil fuel sources, but requires those buildings to minimize emissions and comply with electric-ready standards. The bill also requires a report by December 1, 2024, on policy changes needed to ensure the fossil fuel-free and electric-ready requirements do not diminish the availability or affordability of housing and electricity.
