AI Summary
This bill aims to clarify and expand the authority of local political subdivisions (such as counties and municipalities) in Maryland to adopt ordinances, rules, or regulations related to emissions standards, ambient air quality standards, and solid waste management. Specifically, it allows local jurisdictions to set standards that are at least as stringent as those set by the State Department of the Environment, without those local standards being considered in conflict with the state standards. The bill also specifies that the requirement for the Department to approve a county's water and sewerage plan does not limit the county's authority to set its own emissions or air quality standards. Additionally, the bill requires the Department to publish information on its website acknowledging the legal authority of local jurisdictions in these areas. The bill is an emergency measure, indicating the importance of these changes.
