This bill: - Revises the circumstances under which community association managers or management firms must comply with milestone inspections required for certain condominium and cooperative buildings. - Requires architects or engineers performing milestone inspections to submit a progress report to the local enforcement agency within 180 days if a phase two inspection is required. - Revises requirements relating to budget meetings and reserves for condominiums and cooperatives, including specifying that certain disputes about reserves and maintenance are not subject to nonbinding arbitration and must be submitted to presuit mediation. - Requires developers to provide certain inspection reports and studies to buyers of condominium and cooperative units. - Appropriates funds and authorizes positions for the Department of Business and Professional Regulation to implement the act.
