This bill proposes the following key provisions: 1. Requires grant agreements for capital projects to specify that no funds beyond final design may be disbursed until the grantee receives approval from the Center for Sustainable Building Research at the University of Minnesota stating that the capital project design complies with sustainable building design guidelines. 2. Amends the existing law on construction and major remodeling projects, adding a requirement for grantees of state funds for local government projects with a construction cost of less than $1.5 million and other capital projects with a construction cost of less than $750,000 to hire a qualified cost-estimating professional as part of the project planning process. 3. Requires the Commissioner of Administration to adjust the construction cost thresholds for exemption from the requirements under this law every five years, based on the percentage increase in the rate of inflation as measured by the quarterly construction cost index. 4. Appropriates funding from the general fund to the Board of Regents of the University of Minnesota to support outreach and education efforts by the Center for Sustainable Building Research to inform local governments and other grantees of state funds for capital projects about planning for and compliance with sustainable building design guidelines.
