This bill makes several modifications to public labor relations in Minnesota: 1. It expands the definition of "teacher" to include certain early childhood and prekindergarten positions, allowing them to be part of teacher bargaining units. 2. It requires public employers to provide more information about bargaining unit employees to exclusive representatives, including contact information, and allow exclusive representatives access to meet with new hires and communicate with members using employer email. 3. It establishes a process for an employee organization to become certified as the exclusive representative based on a verification of majority support, without requiring a secret ballot election. 4. In the event of a state government shutdown, it requires the state to continue paying salaries and benefits to state employees. 5. It reduces the minimum number of days a probationary teacher must work in a school year from 120 to 90 days. 6. It expands the definition of "terms and conditions of employment" to include class sizes, student testing, and student-to-personnel ratios for school employees.
