This bill, known as the "North Carolina Reclaiming College Education on America's Constitutional Heritage Act" or the "NC REACH Act," requires all students seeking a baccalaureate degree from a University of North Carolina constituent institution or an associate degree from a North Carolina community college to complete at least three credit hours of instruction in American history or American government. This instruction must provide a comprehensive overview of major events and turning points in American history and government, and include the reading of key documents such as the U.S. Constitution, the Declaration of Independence, and the Federalist Papers. The bill also allows for exemptions if students have successfully completed a similar course outside of the institution, and requires the Board of Governors and State Board of Community Colleges to ensure compliance with these new requirements.
