This bill amends existing law to establish a strategic initiatives grant program. The strategic initiatives program already exists and is used to fund transportation projects proposed by the Idaho Transportation Department's six districts and local governments based on an analysis of their return on investment in areas such as safety, mobility, and economic opportunity. The new strategic initiatives grant program is separate from the existing program and is intended to assist local governments in mitigating the impact of state highway projects on local roads or to support economically significant local transportation projects. The bill also establishes a strategic initiatives grant program fund and specifies that 50% of the funds will be awarded to large urban areas with a population over 50,000, and 50% to rural areas or small urban areas with a population under 50,000. The bill also includes a provision that for fiscal year 2024 only, the first $36 million of the strategic initiatives grant program funds will be used by the Idaho Transportation Department on local roads to mitigate the impact of adding new connections of state highways to interstate highways.
