This bill: - Modifies public labor relations by expanding the definition of "teacher" to include certain prekindergarten and early learning program employees, requiring public employers to provide certain bargaining unit information to exclusive representatives, and granting exclusive representatives access to members and employer facilities and email systems. - Modifies teacher probationary period requirements by reducing the minimum number of days of teaching service required during the probationary period from 120 to 60 days. - Allows public employee organizations to petition the Commissioner of the Bureau of Mediation Services for certification as the exclusive representative based on verification of majority status, rather than requiring an election. - Provides that public employers, labor organizations, and their employees or agents are not liable for requiring, deducting, receiving, or retaining agency or fair share fees from public employees prior to June 27, 2018. - Makes other changes related to public labor relations, including modifying provisions regarding payroll deduction for union dues and the scope of mandatory subjects of bargaining.
