This bill adds new sections to Idaho's existing law to establish provisions regarding rental agreements and fees. It requires property owners to disclose certain information to prospective renters, including a good faith estimate of the rent amount and fixed nonrent expenses, the type of any use-based nonrent expenses, the availability date of the unit, the eligibility criteria for renting the unit, and the process for recovering money paid. The bill also allows prospective renters to demand a refund of any money paid if the actual rental agreement terms differ from the disclosed estimates, provided the demand is made within five business days and the renter has not yet signed the agreement or taken possession of the unit. The bill declares an emergency and states that it will take effect on July 1, 2023.
