This bill, known as the "Ensuring Access for All Arkansans and Voter Protection Act of 2023," amends the procedure for filing ballot initiative and referendum petitions in Arkansas. It requires that for a statutory initiative petition or referendum petition to be certified for the statewide election ballot, the petitions must be filed from at least 50 counties, and each of those 50 counties must have signatures from at least half of the designated percentage of electors. For a constitutional amendment initiative petition, the same 50-county and half-elector signature requirements apply. The bill also includes an emergency clause, stating that it is necessary to enhance and protect Arkansans' voices in the ballot initiative and referendum process, and it will become effective immediately upon approval by the Governor or override of a veto.
