This bill requires the New Mexico Human Services Department to conduct a study on the feasibility of creating and implementing a "Medicaid Forward Plan" - a state-administered health coverage plan that would provide medical assistance to residents under age 65 who are not otherwise eligible for Medicaid and have a household income exceeding 133% of the federal poverty level. The study must examine the effects on individual, group, and self-insured health insurance markets, health care providers and facilities, the operational needs for administering the plan, the funding plan, fiscal effects on the state budget, and the financial sustainability of the plan. By October 1, 2024, the department must submit a report detailing the study findings and proposed program design for the Medicaid Forward Plan.
